Theories?

MINNEAPOLIS – A Burnsville man is facing federal charges for illegal possession of machine gun conversion devices and firearms as a felon.
According to court documents, federal agents learned Benjamin Zwack, 29, was selling 3-D printed machine gun “switches” or “auto sears” in March while employed by a federal firearms business.
An undercover agent went to the business and purchased 11 devices from Zwack designed to convert a semi-automatic AR-type weapon to shoot automatically.
Authorities searched Zwack’s home, vehicle, and storage locker and found more weapons and ammunition.

'...Zwack received a stay of imposition of this felony offense and was advised by the Court that he "not posses or use firearms, ammunition, or explosives."

According to the complaint, (Page 2/ Item 3):'...Zwack received a stay of imposition of this felony offense and was advised by the Court that he "not posses or use firearms, ammunition, or explosives."
Might that mean he is technically not a convicted felon due to some plea bargaining?
I'm not defending any decision to have hired this guy to work in a gun store.
