Finally, my first newbie stupid question! What are the legal steps necessary to purchase or sell a handgun FTF between private parties?

Actually not a stupid question..........it is better to ASK and be informed that DO something stupid.......

The MODS should have a post in the Reference section to address the steps recommended - but they don't.......
however IF you look in the Reference section there is a Bill of Sale form......from it you should derive that in personal F2F sales that you would want to see a valid ID (MN) as well as either a Permit to Purchase or a Permit to Carry. While the BOS form in the Reference section does not have space for recording such details, I would at a minimum include for both the following info as well as the verbiage from the Reference BOS form:

While the FFL requirements require paperwork, MN law is too generous (IMO) for FTF individual sales so I also require the PTP or PTC. Also do a similar bill of sale signed by myself and the purchaser.

It is a gross misdemeanor for any person, including a private
party, to intentionally transfer a pistol or assault weapon to
another knowing that the transferee has been found ineligible
by a law enforcement agency to possess the weapon or
knowing that the transferee is disqualified from possessing
the weapon. The violation becomes a felony if the transferee
possesses or uses the weapon in furtherance of a violent
felony within one year after the transfer. The penalty does
not apply if the transferee subsequently becomes eligible to
possess the weapon before using or possessing it in the
commission of a crime. Minn. Stat. § 624.7141

The law doesn't require you to do anything (if it's FTF with another MN resident) other than exercise due diligence. However CYA would behoove you to take the advice proffered above.

SImilar to HammAR's form, I add the sentence "I am the owner/buyer of this firearm, and I have no legal restriction against me buying/selling this weapon. signed.

Just an FYI, even private FTF handgun sales are limited to sales to residents of your home state.

and with the way identity theft is in this country, there is no way in hell that
I'd allow you to write down my drivers license number, social security number,
or any other personal number. You want to look at the card - fine. You want
to examine the photo - dandy. But no way will a non-FFL write down my numbers.

Allowing anyone to record your personal numbers is a big risk.

First, there isn't a spot on that form for a soc#, and second if I'm selling someone a Firearm, and they don't want to give me a DL#, they don't want to buy a firearm from me. It's as simple as that. The only other way is for them to pay for an honest to goodness FFL transfer. As risky as giving away your DL# might be, (and honestly I don't think it's as risky as all that without other information) It's more risky, to sell a firearm to someone you don't know well that doesn't want you to have a way to link to them in a worst case situation (firearm is reported stolen, firearm used in crime after sale etc. etc. etc.).
If you're reading this, there are better than even odds you are a d-bag.
