HF 1467 Back to the MN Senate Committee

*Minnesota: NRA-Backed Omnibus Bill Sent Back to the Senate Finance
Committee!*

Last year, the NRA’s top legislative priority in Minnesota was not
considered on the state Senate floor before adjournment of the 2011
session. House File 1467

recently re-referred to the state Senate Finance Committee. Today, it
was announced that the committee has scheduled a hearing for HF 1467
next Thursday, February 9. *Please contact members of the Senate
Finance committee and urge them to pass HF 1467 quickly and help send
this legislation to the Governor.*

HF 1467 contains three important firearm policy improvements:

_Stand Your Ground:__
_HF 1467 would remove a person’s “duty to retreat” from an attacker,
allowing law-abiding citizens to stand their ground and protect
themselves or their family anywhere they are lawfully present. It
would create a presumption that an individual who forcefully or
stealthily enters or attempts to enter your home or vehicle is there
to cause substantial or great bodily injury or death, so the occupant
may use force, including deadly force, against that individual. It
would also expressly allow an individual to use force, including
deadly force, to prevent a forcible felony, and it provides
protections against criminal prosecution and civil lawsuits when
justifiable force is used.

_Universal Recognition:__
_Currently, Minnesotans’ carry permits are only valid in fifteen
states. Unfortunately, Minnesota’s Department of Public Safety has not
sought out any additional reciprocity agreements. By adding the
proposed language, Minnesota will recognize every state that offers a
carry permit and drastically improve Minnesotans’ abilities to carry
for self-defense in other states. The proposed language would also
require Minnesota’s Department of Public Safety to enter in to
reciprocity agreements.

_Emergency Powers Reform:__
_The proposed language would prohibit any government agency from
confiscating or regulating the lawful possession, carrying, transfer,
transportation and defensive use of firearms or ammunition during a
state of emergency, such as occurred in the wake of Hurricane Katrina
in New Orleans, Louisiana.

*The anti-gun forces are using every means possible to keep HF 1467
from passing and becoming law, so it is imperative that you **contact
members of the Senate Finance Committee today and urge them to support

I got 2 good responses out of the 15 senators I emailed. I got at least 7 others to email them something similar.

But a form would be nice.

It passed out of the Finance committee on a vote of 10/5. If you're interested, you can watch it at http://www.senate.leg.state.mn.us/media ... 020912.flv . It was the 2nd bill heard today.

Since it was in Finance, not much debate.

The main arguments against.

1) MN is the easiest state for felon to get back a gun and this would allow them to shot anyone they want on the sidewalk

2) Minneapolis Police Chief doesn't like it

I would love to see this pass. They guy who stole my guns was charged with only felony possession of a firearm. He plea bargained and the charge of the theft itself was dropped. I did get my stolen guns back but with good behavior he will be out in less than 10 years. And if he ever comes near me or anyone it won't be pretty...

So ummm... if a convicted felon gets their gun back, (since she said it's so easy to do in Minnesota according to a NY article) aren't they effectively breaking the law the moment they leave with it?

Someone please help me understand her point.

I think she was talking about a convicted felon having their gun rights restored. Not that it matters. Her argument has no merit either way.

Why are the anti's always so dour? Unhappy, dour, sad individuals whose logic makes no sense whatsoever.

We're back to "blood in the streets". If these "violent felons" are such a threat to society, why are they OUT OF PRISON?? Makes no sense....none!

It appears they're going to fight this bill by obfuscation and emotional dodging again. Sad.

Apparently they changed it, now it reads:

"Measure to expand homeowners' rights to use deadly force moves to full Minn. Senate"

And of course they show the clueless Senator's clip on the article.

I realize this, but I know the law would be on my side because I wouldn't have to retreat now. This guy is a violent criminal, and has been in and out of the system for some time. It's only a matter of time before he messes with the wrong person...
